Whoever wins Texas on November 3 appoints the people who approve highway expansions, environmental permits and river water. Eighteen days out, almost nobody is campaigning on that.

## THE JOB NOBODY IS DEBATING

They have been rebuilding this stretch of I-35 for years. Lane closures, orange barrels, a right-of-way notice taped to a fence.

A commission approved that. Three people, appointed by the governor, who most Texans could not name.

Eighteen days from now the state picks a governor, and the office on the line comes with a set of appointment powers that do considerably more economic work than the campaign ads suggest.

Greg Abbott is the incumbent. Gina Hinojosa, a Democratic state representative from Austin, is the challenger, and the polling this cycle has been genuinely unsettled.

## THE BREAKDOWN: WHAT THE OFFICE ACTUALLY CONTROLS

**1\. Start with the structural fact, because it cuts against the headline.**

Texas built a deliberately weak governorship. The state runs a plural executive: the lieutenant governor controls the Senate, the attorney general is elected separately, and the Legislature meets every other year. On paper this is one of the least powerful governor’s offices in the country.

What has changed is practice, not the constitution.

**2\. Abbott expanded the practical reach of the office.**

He directed state agencies to route proposed rules through his office before they go out for public comment, which puts the governor upstream of the regulatory process rather than downstream of it.

He used emergency authority during the pandemic in both directions, first requiring masks and later barring local governments and businesses from imposing mandates. He expanded border operations under a disaster declaration during the Biden administration.

**3\. The appointees can be directed, and there is a documented case.**

In 2023 Abbott called on the state parole board, whose members he appointed, to recommend a pardon for Daniel Perry, convicted of killing a protester in Austin in 2020 and serving 25 years. The board recommended it unanimously. Abbott issued the pardon.

Supporters saw a self-defense case wrongly prosecuted. Critics saw a governor instructing his own appointees toward a predetermined result. Both readings are live, and for this newsletter’s purposes the point is the mechanism rather than the merits: the chain from governor to appointed board to outcome is short and it works.

**4\. Decades of one-party control mean those seats are already filled.**

Republicans have held the governorship since 1995\. Every board listed above is populated accordingly, with staggered terms that outlast any single election.

A new governor of either party does not get a clean slate on day one. They get a vacancy schedule.

Both President Trump and Elon Musk are warning about something that could send the market down 50%, real estate down 40% and savings accounts down 30%.

## THE FRICTION: POWER BUILT FOR YOUR SIDE IS POWER BUILT FOR THE OTHER ONE

![](https://storage.ghost.io/c/cd/fb/cdfb58c0-652d-463c-a766-e899e4b817ba/content/images/2026/10/bare-economy-board-loop.png)

Here is the part worth sitting with whichever way you vote, and the Axios framing only tells half of it.

The case for a stronger governorship is real. Texas is the second-largest state economy in the country and its agencies have to move at the speed of capital, not at the speed of a Legislature that convenes every other January. Someone has to be accountable when a grid fails or a permit stalls, and a diffuse plural executive is very good at making sure nobody is. Centralised authority is also how you get decisions made at all.

The case against is equally plain: every expansion of executive reach is written for the person currently holding the office and inherited by whoever comes next. Republicans who spent eleven years building out the practical powers of the Texas governorship now face a race where polling has ranged from Abbott comfortably ahead to a dead heat. Democrats cheering the prospect of inheriting those tools should think about who holds them in 2030.

That is not a partisan observation. It is the oldest rule in institutional design, and both parties relearn it the hard way about once a decade.

## [**Here is my 6-step plan to protect your wealth in times of chaos (AD)**](https://clkgrid.com/68e3a276df7fe9c8f27793d2?email=not%5Ftracked&domain=327TBEG&type=SA&product=WSAC7&ref=bareeconomy.ghost.io)

Buy?

Sell?

Hold?

If you have no idea what to do in this market, don’t worry …

No one else does either.

[**We have entered an Age of Chaos.**](https://clkgrid.com/68e3a276df7fe9c8f27793d2?email=not%5Ftracked&domain=327TBEG&type=SA&product=WSAC7&ref=bareeconomy.ghost.io)

We live in uncharted territory, and the so-called "experts" on Wall Street are totally confused.

But I have a simple, [**six-step plan**](https://clkgrid.com/68e3a276df7fe9c8f27793d2?email=not%5Ftracked&domain=327TBEG&type=SA&product=WSAC7&ref=bareeconomy.ghost.io) to help you protect your wealth in the chaos.

My name is Martin Weiss.

And not only have I lived through the market’s ups and downs — in fact, I’ve predicted most of them — including the savings and loan crisis, the Dot-Com Bust and the 2008 financial crisis.

The ratings system I built accurately predicted 98.3% of all banks to fail during that tumultuous time.

But I’ve also lived large portions of my life in Brazil.

I’ve experienced military coups …

Rapid inflation …

Replacement currencies …

Martial law and tanks in the streets …

So, I’ve seen a thing or two.

And in times of chaos, I always go back to a few key principles that have helped me not only survive but thrive — even when there’s literally blood in the streets.

That’s why I’m bringing you [**this message**](https://clkgrid.com/68e3a276df7fe9c8f27793d2?email=not%5Ftracked&domain=327TBEG&type=SA&product=WSAC7&ref=bareeconomy.ghost.io) now.

For the last couple of years, I’ve been enjoying a well-earned retirement — here on my farm in Brazil.

I spend a lot of time swimming. And visiting with my family.

But the last few months have awakened my fiduciary duty. Because investors are confused — even desperate.

And I have [**the tools to help them**](https://clkgrid.com/68e3a276df7fe9c8f27793d2?email=not%5Ftracked&domain=327TBEG&type=SA&product=WSAC7&ref=bareeconomy.ghost.io).

So, I’ve come out of retirement to send you this critically urgent message.

We are living in an Age of Chaos.

And if you’re near my age, this could be the investing world we live in for the rest of our days.

You need to be prepared.

That’s why I’m sharing my critical, [**six-step chaos plan**](https://clkgrid.com/68e3a276df7fe9c8f27793d2?email=not%5Ftracked&domain=327TBEG&type=SA&product=WSAC7&ref=bareeconomy.ghost.io) with a select group of investors — completely free.

## THE MACRO EXTRACTION

If you run a business in Texas or own anything exposed to it, the appointment list is the part of this election that actually touches your balance sheet, and it is the part nobody is advertising on.

Three of those bodies decide things this newsletter has covered all month. TCEQ rules on environmental permits, which is the gate every data center, refinery and industrial site has to pass through. River authority boards allocate water in a state that has been in and out of drought long enough to put the cattle herd at a 75-year low, and the AI buildout wants a great deal of water. The Transportation Commission approves the highway expansions that set freight costs on the corridor I have been driving since September.

Those decisions get made by appointees on staggered terms, in meetings with minimal press coverage, regardless of who takes the oath in January.

So the practical move is boring and it works in any outcome: find out when the seats on the boards that touch your industry come up, and read the agendas. Permit timelines, water allocations and route approvals are public, scheduled, and far more predictable than an election.

The campaign is about two people. The power is about a calendar.

Keep your capital guarded, hold your ground, and stay sharp out there.

— Brook
